What the route depends on: check the Convention between both States
International document authentication is not decided by the destination country alone. For an eligible public document, the deciding factors are whether the 1961 Hague Apostille Convention is in force between the issuing and receiving States and whether an exemption applies to the document and procedure. The treaty relationship between the two countries — not a fixed destination list — determines the route:
For an eligible public document, check whether the Apostille Convention is in force between the issuing and receiving States and whether an exemption applies.
✅ In force and no exemption → Apostille from the issuing State's competent authority ➖ Exempt document → no apostille/legalization for that use ❌ Convention not in force between the States → check the receiving authority's legalization procedure
An apostille authenticates the document's origin; it does not guarantee acceptance of its contents. Spain, Mexico, Colombia, Argentina, the US and the UK are Convention members, and apostille is the standard route between them when the document qualifies. The UAE, Qatar and Kuwait are not parties, so documents going there follow the consular chain the receiving State sets. Recent accessions — China (in force 7 November 2023), Canada (11 January 2024) and Saudi Arabia (7 December 2022) — show the map keeps changing, and some States have lodged objections to recent accessions, so we always verify the specific issuing–destination pair:
Check the Convention's entry into force and applicability between the issuing and destination countries — including objections and exemptions
Identify the correct competent authority — federal or state apostille, or which embassy for legalization
Prepare and submit documents with certified translation where required
We handle the complete process in one coordinated service — apostille or full legalization chain, with certified translation included in Standard and Rush packages.
Who needs this service?
🇪🇸Spain visa & residency applicants
Spain is a Hague Convention member — apostille is the required process for all documents submitted to Spanish consulates and immigration authorities (Extranjería). We apostille your documents and coordinate certified Spanish translation in one service.
🇨🇳Professionals working in non-Hague countries
The UAE, Qatar, Kuwait, and other countries not party to the Hague Apostille Convention do not use apostilles. If you are relocating for work or business, the receiving authority sets the required authentication — typically a consular chain (for US-origin documents: notarization, state, federal, embassy). We confirm the exact chain for your destination before you commit.
🌍Applicants unsure which process they need
The Hague membership list changes — Canada (in force 11 January 2024), China (7 November 2023) and Saudi Arabia (7 December 2022) joined recently, while the UAE is still not a party. If you are not certain whether your destination country is Hague-eligible, we review your specific case and confirm the exact process and authority before you commit to anything.

Apostille and diplomatic legalisation have different document-format rules set by their competent authorities. Check whether they accept the public original, an officially certified copy, or a verifiable electronically signed document; do not present an uncertified photocopy as the original.
Apostille certificate (Hague countries)
US Dept. of State (federal) or Secretary of State (state)
Per the competent authority's published processing times (federal mail currently within five weeks from receipt)
Where the Convention applies between the issuing and destination countries, this single certificate completes the authentication step; the receiving authority always decides acceptance. Federal documents (FBI) → US State Dept. only.
Notarization (legalization chain — step 1)
Local notary public
1–2 business days
First step in the consular legalization chain for non-Hague countries. Some documents start from state level if already notarized.
State authentication (legalization chain — step 2)
Secretary of State or state equivalent
3–10 business days
Verifies the notary's credentials. Required before federal authentication.
Federal authentication (legalization chain — step 3)
US Department of State — Authentications
Mail: currently within five weeks from receipt; seven-business-day in-person option with specific eligibility criteria
Verifies the state official's signature. Required before embassy legalization.
Embassy / consulate legalization (step 4)
Embassy of the destination country
1–4 weeks (varies by embassy)
Final stamp of the destination country's embassy. Fees and turnaround vary significantly by country.
Common rejection reasons — and how we prevent them
Most rejections happen because the wrong process was used or the wrong authority received the documents. Our pre-submission review catches every issue before it costs you time and money:
Using apostille for a destination where the Convention does not apply — An apostille is not the recognised authentication for documents destined for the UAE, Qatar, or Kuwait, because those countries are not parties to the Convention. In those cases the receiving authority requires its own legalization procedure and may reject an apostilled document. We confirm both States' treaty status and the receiving procedure before processing anything.
Using legalization when apostille suffices — Going through a full consular chain when a simple apostille would work wastes weeks and money. We identify the correct and most efficient process for your specific destination.
Wrong apostille authority for US federal documents — FBI Identity History Summaries and other federal documents must be apostilled by the US Department of State. Sending them to a state Secretary of State causes rejection. State offices have no authority over federal records.
Photocopy submitted instead of original — Apostille and legalisation rules on document format are set by each competent authority. Check whether the original, an officially certified copy, or a verifiable electronic document is accepted; do not present an uncertified photocopy as the original.
Missing intermediate steps in the legalization chain — Sending a document directly to the embassy without state and federal authentication first is a complete rejection. We manage every step of the chain in sequence.
Document expired for immigration purposes — An apostille does not set the underlying document's age limit: each receiving procedure publishes its own freshness rule (verified Spanish checklists range between three, five and six months). Check your procedure's current checklist. We flag all timing issues before submission and advise on re-ordering documents where necessary.

IE
Indian Expat, Hong Kong
from India to France
Apostille
The problem was…
An Indian expat living in Hong Kong had their Indian birth certificate notarized and apostilled by Hong Kong authorities, but France rejected it.
We solved it…
Documents can only be apostilled by the competent authority of the country that originally issued them. The applicant had to restart the process in India.
Result
In this example, the application was resubmitted with the correct apostille from India — the issuing country's competent authority.
CA
California Applicant
from USA to International
Apostille
The problem was…
A private affidavit notarized by a California notary was rejected for a state apostille because the notary stamped their seal on a blank white space instead of over the printed text of the affidavit.
We solved it…
The applicant had to reprint a fresh original of the private affidavit and ensure the notary followed state-specific seal placement guidelines perfectly before resubmitting.
Result
In this example, the document was resubmitted with the correct notary seal placement for the state office to review.
WS
Wrong State Apostille
from USA to Mexico
Apostille
The problem was…
A user paid a third-party service for a California birth certificate apostille, but received a Kansas apostille attached by a proxy notary, which was rejected in Mexico.
We solved it…
The applicant had to dispute the credit card charge and apply properly directly through the California Secretary of State.
Result
In this example, the fix is to dispute the third-party charge and apply directly through the California Secretary of State.

What determines apostille vs. consular legalization?
For an eligible public document, check whether the Apostille Convention is in force between the issuing and receiving States and whether an exemption applies. An apostille authenticates the document's origin; it does not guarantee acceptance of its contents. If the Convention is not in force between the two States, the receiving State's procedure applies — often a consular legalization chain (for US-origin documents: notarization → state → federal → embassy). The treaty relationship between the two countries dictates the route, not user preference.
Is apostille cheaper than consular legalization?
Yes, significantly. Government apostille fees and processing times depend on the issuing authority, document and submission method. For example, the UK FCDO currently lists £45 for a standard paper apostille, usually up to 25 working days plus delivery (GOV.UK, checked November 2026). Consular legalization requires passing through every level — local, state, federal, and embassy — so it is slower, with each stage charging its own separate fee. Request a country-specific quote before ordering.
My document was apostilled — do I still need legalization for China?
Usually not. The Hague Apostille Convention entered into force for mainland China on 7 November 2023, so an apostille from a member country is normally accepted. Some Chinese offices still ask for the earlier consular chain, and documents from non-member countries always need it; we confirm the requirement for your case.
Does an apostille expire?
The apostille certificate itself does not expire — it certifies a historical fact. However, the underlying document may have a strict validity window for immigration purposes. There is no universal three-to-six-month window: verified Spanish consular checklists include limits of three, five and six months, generally counted from the issuance date of the certificate. Check the current official checklist of the consular post processing your application. Birth and marriage certificates are typically required within 6 months.
Canada joined the Hague Convention — do I need apostille or legalization for Canadian documents?
Canada joined in January 2024 and the Convention has been in force between Canada and Spain since 11 January 2024, so Canadian documents for Spain take an apostille — from Global Affairs Canada (federal documents) or the provincial competent authority — not the consular chain. We confirm the current processing channel for your case before submitting.
Can I use an apostille for UAE documents?
No. The UAE is not a party to the Hague Apostille Convention, so an apostille is not accepted as final authentication: documents need the consular legalization chain (certification in the country of origin, UAE embassy or consulate, and the UAE Ministry of Foreign Affairs). Verify with the specific receiving authority before submitting your documents.
Does the apostille or legalization translate my document?
Neither process translates your document. The apostille and legalization chain both authenticate the origin and signatures of the document — they do not change the language. After completing either process, if the destination country requires documents in their language, you must also obtain a sworn translation separately.
What happens if I use apostille for a non-Hague country by mistake?
An apostille may not replace the consular legalisation required where the Convention does not apply, and a receiving authority may reject a document for lacking the required authentication — check the specific authority's rules first. If this happens, you must start the consular legalization chain from the beginning — which means additional fees and weeks of processing time. This is one of the most expensive errors to fix, which is why we verify the destination country membership before processing anything.
